Abstract The RAND Corporation held a conference three years after 9/11 to share results from recent terrorism studies with government and military officials, congressional staff, foundations, NGOs, foreign embassy representatives, and the public. Participants discuss understanding the nature of the terrorist threat; taking direct action against terrorists and terrorist organizations; seeking to reduce support for terrorists; and protecting the homeland.
