520 3 a| Pay-As-You-Throw (PAYT) is an EPA endorsed program that was developed to offer control of waste generation and disposal costs. Using a regulatory system of unit pricing, this program offers revenue stability, unbiased pricing, and the development of a healthier environment. An increase in recycling and decrease in waste disposal has been observed in 17 counties across North Carolina currently using this system. However, implementation of the PAYT program failed in 2002 on Ocracoke Island (Hyde County), North Carolina. Ocracoke Island possesses unique challenges in waste management planning through its isolation from the mainland county and the transient seasonal tourist population. The purpose of this study was to assess Hyde County's situation and provide recommendations to facilitate the creation of an informed trash management policy supported by both residents and tourists of Ocracoke Island. Education of the transient population begins with an understanding of who makes up this population. Characterization of the transient population, strategies for educational outreach and consensus building, and alternatives to the program are discussed. It was recommended that education begin with the residents and business establishments, creating a network of information and consensus before beginning to educate the transient population. Lodging establishments should offer informational cards in rooms, common recycling bins for guests, and initiate recycling and reduction programs. Other tourist-geared establishments, retail shops and restaurants, should also incorporate recycling and reduction into their daily practices. The county should reevaluate its decision not to offer curbside recycling on Ocracoke Island. County maintained public trash bins on Ocracoke Island as well as educational signs on beach access roads are also recommended.;
