Why poverty persists in North Carolina and what one state agency is doing about it : a review of the 21st Centuries Communities Program / by Bianca T. Gentile.

Summary The purpose of this study is to identify the unique ways ideological assumptions of poverty influence the design of anti-poverty programs. Of particular interest, is how the North Carolina Department of Commerce understands poverty and delivers the statewide 21st Century Communities Program, an economic development/poverty alleviation program, in response to its beliefs about poverty. The guiding questions are 1) what are the causes of poverty in North Carolina? 2) what is the best way to approach poverty alleviation? 3) how do current efforts of the state match up to ideal practices?. This research seeks to expound upon the relationship between poverty ideology and programmatic design. Providing such insight can assist in bridging the theoretical understandings of poverty to the practice of anti-poverty programs, ultimately making anti-poverty initiatives more effective.
