Abstract Nineteen seventy-one marks the hundredth anniversary of the first programs of fishery research and management by the Federal Government. President Grant signed legislation in 1871 establishing the United States Fish Commission. During the 100 years that followed, Federal fishery programs have grown but at times these programs have been placed in different organizations of the Government under different titles. In October 1970, the National Oceanic and Atmospheric Administration (NOAA) was established in the United States Department of Commerce. Most of the programs of the Bureau of Commercial Fisheries and the marine game fish research program of the Bureau of Sport Fisheries and Wildlife of the Department of the Interior were transferred to NOAA The National Marine Fisheries Service is now the entity in NOAA responsible for Federal activities in marine fisheries. This volume was prepared by the former Bureau of Commercial Fisheries, and thus is concerned with marine and fresh-water commercial fishing activities.
