Abstract This briefing paper attempts to gather in one place many of the ideas that have evolved during the last decade [1970s-1980s] regarding the current context for local, regional, and national decisions about K-12 education in the various arts. The major purpose is to explain in some detail why professional teachers of the arts disciplines (a) have continued to deal with increasing problems of justification for rigorous, sequential arts instruction, and (b) have lost no small amount of control, or even influence, in certain strategic policy forums. The paper also makes recommendations to remedy these conditions over the long term. For convenience, we have used "arts education community" to indicate those teachers, organizations, businesses, and institutions traditionally concerned with the direct provision of regular, curriculum-based education in music, art, theatre, and dance in elementary and secondary schools.
