An humble proposal most humbly offered to the consideration of His Majesty and both Houses of Parliament, that may be a better security for all our shiping that trades in the streights : And a defence to Gibralter, and entirely checks and restrains the growth of highway-men, foot-pads, house-breakers, shop-lifters, horse-stealers, incendiaries and others, that are guilty of enormous crimes; rendering them useful, that in case of a war, it will be above a hundred thousand pounds a year in this kingdom's way.
