The 2010 Working Group invited an independent team of evaluators to assess the thoroughness of the SOFA methodology with the goal of promoting utilization of SOFA findings. This report, prepared by the evaluation team, describes the SOFA 2010 tools and processes and concludes that they are both systematic and rigorous.
