Whereas the number of poor in and around this city, is at present great, and every year increasing; and as for want of employment, many of them, especially in the winter, are reduced to great straits ... : therefore, in order to alleviate their wants, by finding them employment, it is proposed to erect a linen manufactory, in or near this city; and for that end the following articles are agreed on, viz.
