Congress of the United States, begun and held at the city of New-York, on Wednesday the fourth of March, one thousand seven hundred and eighty-nine : Resolved by the Senate and House of Representatives ... that it be recommended to the legislatures of the several states to pass laws, making it expressly the duty of the keepers of their gaols, to receive and safe keep therein all prisoners committed under the authority of the United States.
