In Assembly--March 3d, 1802 : Mr. Comstock--from the committee to whom was referred the memorial of Anthony Lispenard, and upwards of four thousand others, inhabitants and householders of the city of New-York, praying that the legislature will pass a law for the better regulating the election of charter officers in the said city--respectfully reports.
