State of New-York, ss : In pursuance of an act of the Legislature of this state, entitled "An act for regulating the election of representatives for this state in the House of Representatives of the Congress of the United States," passed April 2, 1813, we, the secretary, attorney-general, comptroller and treasurer of said state ... do determine, declare and certify, that George Townsend [and twenty-six others] were respectively elected representatives for this state in the House of Representatives of the Fourteenth Congress of the United States.
