Summary On August 7, 1964 when Congress passed The Gulf of Tonkin Resolution, fewer then 24,000 Americans were in Vietnam. By 1968, 536,000 draftees and volunteers filled the ranks of the units fighting the war in Southeast Asia. When regular infantry units began to arrive in Vietnam, the U.S. Army had not fought a real conflict of any significance since the Philippines insurrection at the turn of the century. The first American combat troops arrived in country wearing uniforms and foot gear designed for the parade ground, not this war's battleground.
