Stearns and dated at Baltimore, April, 1872. The actual work was to be published in that same month. Stearns's purpose was to ask the U.S. Congress to purchase some 1,000 copies (or other amount as lawmakers saw fit ) at the rate of ninety cents per copy on large paper.
