Abstract Politician Charles A. Hayes was born on February 17, 1918 in Cairo, Illinois. He graduated from Cairo's Sumner High School in 1935. Hayes was a life-long union worker, founding the United Packinghouse Workers of America. He became vice president of the United Food and Commercial Workers Union. Hayes served as a member of the U.S. House of Representatives, elected to a seat previously held by Chicago Mayor Harold Washington. Hayes served from 1983 to 1993, representing Illinois' first district. He authored the School Improvement Act of 1987 and the Economic Bill of Rights which outlined a plan for equal distribution of national wealth. Hayes was an active member of Congress' Education and Labor Committee. Hayes was one of the founding members of Operation PUSH with Reverend Jesse Jackson, Sr. He worked with Reverend Dr. Martin Luther King, Jr. Hayes passed away on April 8, 1997 at age 79.
