Abstract City Councilwoman Marlene Randall was born on October 18, 1934 in Portsmouth, Virginia. She received her B.S. degree in elementary education from Virginia State University. She earned her M.A. degree in early childhood education from Columbia University and her Advanced Certificate in Administration from the University of Virginia. Randall received her Certificate in Administration and Supervision from Old Dominion University, her certificate in advanced studies from Nova University. Randall taught for the Portsmouth Public School System in Virginia. She created the pattern for pairing of schools, staff and students that led to the integration of Portsmouth Public Schools. After working as Secretary for Area II of the NAACP, she was elected to the Portsmouth City Council in 2002, a position she held for three terms. In 2009, Randall was one of 105 people to be recognized by the National League of Cities for reaching the Platinum level in its Certificate of Achievement in Leadership program.
