Abstract Country government administrator, education administrator, and therapist Jacqueline Finney Brown was born on September 4, 1944, in Baltimore, Maryland. In 1961, Brown entered Howard University before transferring to the University of Cincinnati, where she graduated with her B.A. degree in sociology, psychology and social welfare in 1967. Brown received her M.A. degree in guidance and counseling from Bowie State College in Maryland; and her Ph.D. degree in human development from the University of Maryland. Brown worked as a professor at Bowie State University, and served as chairperson of the Maryland State Board of Examiners for Professional Counselors. She was director of academic support for the Howard County Public Schools, and a member of the superintendent's executive cabinet. In 2002, she was the first woman to become chief administrative officer for Prince George's County, Maryland. She later served as executive director of Prince George's African American Museum and Cultural Center.
