Clark earned her B.A. degree from West Virginia State College; her M.L.S. degree from Drexel University; and her J.D. degree from Temple University School of Law. She was a councilwoman-at-large of the City Council of Philadelphia and was elected by her peers to serve as majority whip. She was the second black woman in Philadelphia's three hundred-year history to serve on the City Council. She proposed legislation and was an integral part of the City Council leadership team. She focused on improving the city's public schools and revitalizing under developed communities in Philadelphia. She retired from the City Council in 2000. Later that year, Mayor John Street appointed her Secretary of Agencies, Authorities, Boards and Commissions. Clark passed away on October 13, 2013 at age 81.;
