Abstract County government administrator Nannette Kindle Mitchell was born on September 16, 1946 in Philadelphia, Pennsylvania, and moved to Richmond, Virginia in 1947. In 1954, the Ku Klux Klan burned a cross on Mitchell's yard because her uncle, Oliver Hill, the civil rights lawyer who wrote part of the argument in the Brown v. Board of Education Supreme Court decision, lived next door. That year, she was expelled from school because her parents refused to sign to allow the state to send students wherever it wanted. By graduation in 1964, Mitchell had seen her friends arrested in sit-ins and protests. Mitchell lived in Baltimore where she continued to help others, serving on the board of Franciscan Center, an outreach center to the poor. She also spoke of her experiences to various audiences. She worked with the Social Services Department of Baltimore County government.
