Lucy began his career in labor organizing as a member of the American Federation of State County and Municipal Employees (AFSCME) Local 1675 in 1956. He was elected its president in 1965. In 1966, Lucy went to Washington, D.C. to work full time for AFSCME's national office as associate director of the legislation and community affairs departments. Lucy worked on the Memphis sanitation workers' strike in 1968. Lucy co-founded the Coalition of Black Trade Unionists (CBTU) to ensure African Americans a voice in labor.
