He earned his B.S. degree in electrical engineering from Oklahoma State University in 1971; his M.S. degree from the Air Force Institute of Technology in 1973; and his Ph.D. degree from Oklahoma State University in 1979. His graduate studies focused on signal processing related to speech. Burge served in the U.S. Air Force for thirty years. His stations of duty included the U. S. Air Force Academy, the Pentagon, and the National Security Administration. He taught and conducted research in the fields of information theory, coding theory, digital signal processing, and communications. Burge was also a cost estimator for the U.S. Secretary of Defense. Burge retired from the military as a colonel in 1999. He was appointed professor of electrical engineering and dean of the College of Engineering, Architecture, and Physical Sciences at Tuskegee University in Tuskegee, Alabama.;
