Abstract State representative Garnet Coleman was born September 8, 1961 in Washington, D.C, and grew up in Houston, Texas. Coleman studied at Howard University before completing his B.A. degree in political science at Houston's University of Saint Thomas in 1990. He later completed Harvard University's Senior Executive Program for State and Local Government. After serving Texas' State Democratic Convention as a delegate in 1988 and precinct chair in 1990, Coleman was elected Texas State Representative of Houston's historic Third Ward community in 1991. In 1992, Coleman served Harris County Texas field director for Bill Clinton's presidential campaign; and as a delegate to the Democratic National Convention. Continuing to serve as state representative, Coleman was elected chair of the Legislative Study Group in 2003. He was chair of the House County Affairs Committee; senior member of the Public Health Committee senior member; and, a member of the House Select Committee for Mental Health.
