After graduating from Theodore Roosevelt High School in 1965, Stanley enrolled in South Carolina State University, graduating with his B.S. degree in psychology in 1969. He graduated with honors from Johns Hopkins University with his M.S. degree in counseling in 1977. In 2005, Stanley received his Ed.D. degree in education from the University of Pennsylvania. Serving as Major General of the 1st Marine Regiment at the U.S. Marine Corps Base in Camp Pendleton, California from 1993 to 1994, he was the first African American to command a U.S. Marine Corps Regiment. Sworn in as the Under Secretary of Defense for Personnel and Readiness on February 16, 2010, his military honors include the Defense Distinguished Service Medal, the Legion of Merit, two Meritorious Service Medals, the Navy Commendation Medal, and the Navy Achievement Medal.;
