In 1984, with an M.S. degree in health services management from Southern Illinois University, Westbrook enrolled in the university's doctoral program, focusing on community and public health and earning a Ph.D. in 1987. Studying anesthesiology and patient monitoring, Westbrook continued her education at Emory University in Atlanta in 1987. Completing her second M.A. degree and certification as a physician assistant in 1989, in 1990 she began working toward an M.D. degree at Finch University of Health Sciences/The Chicago Medical School becoming an M.D. in 1994. In 2001, Westbrook became a staff anesthesiologist at Avera St. Luke's Hospital in Aberdeen, South Dakota, as well as the director of the Pain Management Center. Westbrook also served as a pilot in the U.S. Air Force Reserve.;
