Abstract Judge Russell B. Sugarmon, Jr. was born on May 11, 1929, in Memphis, Tennessee. Sugarmon earned his J.D. degree from Harvard Law School in 1953 before spending the next two years in Japan with the U.S. Army. When he returned to Memphis in 1956, he went into private practice. Sugarmon made waves in 1959 when he became the first African American to make a serious bid for public office, running for public works commissioner. However, he lost when whites united to oppose his campaign. Later he became a founding partner of his own law firm. He joined the state Democratic Party Executive Committee and was later elected to the Tennessee State Senate in 1966. After serving as a referee in Juvenile Court, Sugarmon was appointed to the General Sessions bench in May 1987, winning election to the post three times.
