520 a| Federal employee and lawyer Jacques Cook was born on March 19, 1946, in Washington, D.C. He earned his B.A. degree in economics from Amherst College in Amherst, Massachusetts in 1967; his M. A. degree in international studies from Johns Hopkins University in Baltimore, Maryland in 1969; and his J. D. degree from George Washington University in 1976. He began his career with the U. S. Department of State as a Foreign Service officer and worked as an economic officer in Mexico. After earning his law degree, he became a legal counsel to the Budget Committee of the United States Senate. In 1979, he joined the International Development Bank (IDB). From 1989 to 1994, Cook headed the IDB's office in Jamaica. In 2002, he joined the Allen and Overy Law firm and worked on developing and structuring financing for international projects. He represented an Italian corporation in the first internationally financed transmission project in Brazil.;
