Fulton founded and directed the National Urban League's Technology Programs and Policy Office throughout the 1990s. Between 2000 and 2003, he was vice president of AOL Time Warner, Inc.'s foundation and corporate relations division, and served as senior policy analyst for the U.S. Department of Commerce from 2003 to 2004. In 2004, he became vice president of strategic alliances for Verizon Communications, Inc. and president of Verizon West Virginia in 2014. Fulton authored Shauna in 2015.;
