Abstract "In an effort to increase the understanding of prosecutors' ability to use the tools available to prosecute and convict traffickers while balancing the needs of trafficked persons, the National Institute of Justice (NIJ) awarded a grant in the fall of 2006. NIJ awarded, ICF International (formerly known as Caliber Associates, an ICF Consulting Company) and subcontractor the American Prosecutors Research Institute (APRI), a grant to design a study that examined the effects of existing federal and State legislation from the perspective of the prosecution and identified critical challenges and barriers to successful prosecution of cases"--Executive summary, page ii.
