Summary This thesis will discuss the conceptual design and actual construction of a web server to aide in teacher professional development. The rationale behind this project was to propose one possible solution to the question, "How can teachers be given the resources and support they request in order to use technology in their practice?" The server, named ENCSER, operated from April 1997 to the present, allowing regional teachers and those from around the world to browse through listings of educational resources, technical help files, and threaded discussion groups. This thesis went further than simple construction and statistical usage by studying not only what visitors were accessing, but what kinds of professional development were taking place on the server. The idea of a Descriptive Cyber-Discourse study is also introduced and performed on qualitative data taken from the server's discussion group sections. Results indicate that 1) it is possible to build and maintain a web server with a small amount of funds and inexpensive computer models. 2) teachers' continual request for 'resources' and 'support' may be different than interpreted by researchers. 3) There are subtle differences in the way teachers use dialogue on this server when compared to others.
