Continuation of the national emergency with respect to weapons of mass destruction : message from the President of the United States transmitting notification that the national emergency with respect to the proliferation of nuclear, biological, and chemical weapons ("weapons of mass destruction"--(WMD)) and the means of delivering such weapons is to continue in effect beyond November 14, 1997, pursuant to 50 U.S.C. 1622(d).
