National emergency caused by the lapse of the Export Administration Act of 1979 for August 19, 2000 to November 13, 2000 : communication from the President of the United States transmitting the final report on the national emergency declared by Executive Order 12924 of August 19, 1994, to deal with the threat to the national security, foreign policy, and economy of the United States caused by the lapse of the Export Administration Act of 1979, pursuant to 50 U.S.C. 1641(c).
