By the United States in Congress assembled, a proclamation : Whereas in pursuance of a plenipotentiary commission, given on the 28th day of September, 1782, to the Honorable Benjamin Franklin, a treaty of amity and commerce between His Majesty the King of Sweden and the United States of America, was on the 3rd of April, 1783, concluded.
