Declaration of a national emergency with respect to the western Balkans region : message from the President of the United States transmitting his declaration of a national emergency in response to the unusual and extraordinary threat posed to the national security and foreign policy of the United States by actions of persons engaged in or assisting, sponsoring, or supporting, extremist violence in the former Yugoslav Republic of Macedonia, southern Serbia, the Federal Republic of Yugoslavia, and elsewhere in the western Balkans region, pursuant to 50 U.S.C. 1703(b).
