Biographical noteWilliam H. Rowen (1918-1987) was a graduate of the United States Naval Academy, class of 1941, served aboard the USS Augusta during World War II, and worked with nuclear weapons technology with the Navy following the war. In 1961, he retired and began working for Lockheed Aircraft Corporation in their Space and Missile department as part of the Space Systems Division.
